London Confession on Regeneration

Does the London Baptist Confession of faith teach Hyper Calvinism? Does it also teach that men are "regenerated" before faith?

In Chapter 14 the confession says, "the elect are enabled to BELIEVE to the SAVING of their souls."

Clearly then these Old Baptists did not believe that sinners were "saved" without, apart from, or BEFORE believing.

Also, in Chapter 13 "effectually called" is placed ahead of "regeneration." Also, this calling is "by his word and Spirit" and "is ordinarily wrought by the ministry of the Word." (Chapter 14)
